feat(orgchart): integrate chart-only viewport and scoped guard fixes

Browse Source 
Add initial fit and direct wheel zoom with preserved default presentation. Integrate five scoped GuardFix findings and AI generation preselection policy. Exclude Cell experiments and retain five historical guard failures.
