test(sw): approve the bcec066 legacy launcher cleanup merge baseline

Test-only approval commit after the bcec066 main merge (sw-test-regression-
baseline section 9); no protected path changes, no Story change.
- approvedMainCommit fc856f5 -> bcec066.
- public-api.approved.json kept: the public .d.ts files are byte-identical.
- docs/sw/legacy-launcher-cleanup-merge-2026-10-22.md: change and verification.
