feat: Preserve authorization on browser refresh and close/reopen (#5939)

* Add default configuration `preserveAuthorization`

* Add localStorage to auth plugin

* Add persistAuthorization unit tests

* Refactor persistAuthorization to use wrapped actions

* Upgrade unit tests to be compatible with jest

* Add persistAuthorization documentation
