Orchestrate engine-bridge PoC v1 evaluation (#9)

- Static HmEG catalog via MetadataLoadContext, 13 assemblies, 11k+ candidates
- IEngineSnapshot API draft + probe design doc (plugin masquerade recommended)
- All DoD pass on first iteration
