   - body budget: <=8000 chars per Gitea stage comment; large evidence remains in this file
   - must cite comment IDs 17970 / 19226 / 19240 + artifact path verbatim
   - final decision: one of {BACKLOG_PATCH_ONLY, NEEDS_DOC_SYNC_FOLLOWUP, NEEDS_RUNTIME_FOLLOWUP}
2. EDIT (line-scoped, status-cell only) — `docs/architecture/PHASE-Z-IMPLEMENTATION-ISSUE-BACKLOG.md`
   - L51 IMP-07 row: status cell only — `implemented` → `documented:no-runtime`
   - L67 IMP-16 row: status cell only — `implemented` → `documented:dormant`
   - exactly 2 line changes total; no surrounding-section rewrites

## Out-of-scope axes (explicit)

- reverse-path runtime implementation/activation (would require IMP-07 policy reopen — separate axis)

## Halt condition

If any forbidden surface is touched at any point in u1~u7: HALT immediately, report scope breach, do not commit. This draft is the binding pre-flight checklist for u2~u7.
