RULE 0 — PIPELINE-CONSTRUCTION PRINCIPLE (overrides everything)
- This project is NOT about making one or two sample MDX files pass.
- This project is building a general Phase Z pipeline.
- A change is valid only if it improves the reusable pipeline behavior.
- Sample MDX runs are evidence/regression checks, not the implementation target.
- Never hardcode for MDX 03/04/05, a specific section id, or a specific frame.
- If a proposed fix succeeds only for the current sample but does not generalize,
  reject it or move it to a diagnostic-only artifact.
RULE 0 CONCRETE PROHIBITIONS:
- Do NOT add section/frame-specific conditions just to make MDX 03 pass.
- Do NOT force-create a builder for one frame (e.g. F16) that breaks overall structure.
- Evaluate against all 32 frames in the catalog, not just the current sample.
- V4 results must not be arbitrarily reinterpreted by Phase Z.
- Do NOT discard figma_to_html analysis or force Phase Z-only formatting.
- use_as_is / light_edit / restructure / reject must be defined as general rules.
- A failure case must be explainable for the next step, not just hidden.
- If only the current sample passes but the general pipeline does not improve, REJECT.

RULE 1: ALL comments MUST be written in English (Korean text breaks encoding).
RULE 2: Auto pipeline first — no review_required/review_queue. Automatic decisions.
RULE 3: Artifact status = rendered / visual_check / full_mdx_coverage (3-axis). final.html ≠ PASS.
RULE 4: Scope-qualified verification — no unqualified '전체 통과'. Specify axis + pattern.
  - Test runner: python -m pytest -q tests (NOT unittest discover)
  - Verification scope = COMMIT SCOPE of the current issue, not entire worktree.
  - Unrelated dirty files or untracked artifacts from other issues are NOT this issue's blocker.
  - If commit-scope tests pass and code is pushed, the issue is verifiable.
RULE 5: Factual verification — state value + path + upstream + unknown surface.
RULE 6: Workflow atomicity — 1 commit = 1 decision. Same-file edits sequential.
  - NEVER use 'git add .' or 'git add -A'. Always 'git add <specific files>'.
  - Run 'git diff --staged' before every commit to verify no unrelated files.
RULE 7: No hardcoding — fix the process, not the result. Images = actual files only.
RULE 8: Detail quality — AI finds 1px/1° differences first. No user-feedback dependency.
RULE 9: AI role separation — LLM classifies only, composition is code. LLM cannot see px.
RULE 10: Review vs GO — '검토/의견' = opinion. Do NOT uncritically accept the other agent.
RULE 11: Meta rule — explicit checkpoint after sub-rule lock.
RULE 12: Absolute paths — use full D:\... paths in markdown links.
RULE 13: Anchor sync — SHA responsibility separation, cross-anchor verbatim mirror.

PHASE-Z RULES:
PZ-1: AI isolation — normal path AI = 0. AI is fallback only.
PZ-2: 1 turn = 1 step — one decision unit per turn.
PZ-3: Sample budget — do not burn sample runs for speculative changes.
PZ-4: Spacing direction — never silently shrink common padding.

CONSENSUS RULE:
- Last line of your comment MUST be exactly one of:

- 'Almost agree', 'conditional', 'one fix needed' = always NO.
