03번 B' 개선: 카드 flex:1 균등 + 결론 텍스트 중복 제거

- block_assembler B': 카드 div에 flex:1 추가 → 가로 균등 높이/폭
- block_assembler: [핵심요약:] 이후 라인 break → 결론 텍스트가 하단에 섞이는 문제 해결
- 남은 문제: 하단 좌 콘텐츠 잘림, 상단 자연(여건) 불릿 잘림
